چکیده

در اغلب شهرهای خشک و بیابانی، فقدان کمربندهای سبز کارآمد، کمبود منابع آب، توپوگرافی محدودکننده و مهاجرت روستاها به فضاهای شهری، همراه با فشار بر زیرساخت‌ها، پیامدهای زیست‌محیطی، اجتماعی و اقتصادی قابل توجهی به دنبال دارد. این مسائل موجب کاهش کارکرد زیست محیطی، کاهش تاب‌آوری شهری و تشدید نابرابری‌های دسترسی به فضاهای سبز می‌شود. هدف اصلی این تحقیق، ارزیابی اثربخشی کمربند سبز در کنترل گسترش بی‌رویۀ شهر و هدایت توسعه پایدار شهری در محدوده محور جنوب غربی زاهدان است و از این طریق بهبود همزمان پایداری زیست‌محیطی، کاربری اراضی و رفاه اجتماعی را دنبال می‌کند. روش مورد استفاده در ایـن پـژوهش، توصـیفی- تحلیلـی است. بدین منظور ابتدا اطلاعات از طریق منابع کتابخانه‌ای، مقـالات و منابع اینترنتی جمع‌آوری‌ و به‌منظور شناخت بیشـتر از محدوده مورد مطالعه، برداشت میدانی صورت‌ گرفته است. در گام بعدی، با استفاده از پرسش‌نامه خبرگان و با به کارگیری روش دلفی، نظرات کارشناسی برای تبیین و اولویت‌بندی راهکارها و ضریب هماهنگی آن‌ها با استفاده از نرم‌افزار spss نسبت به هم، جمع‌آوری و تحلیل شده است. پس از آنکه روش دلفی در سه دور متوالی با مشارکت خبرگان دانشگاهی و کارشناسان اداری اجرا شد، نتایج حاصل از تحلیل یافته‌ها نشان داد ضریب هماهنگی کندال اجماع بین اعضا از دور اول تا سوم به طور قابل توجهی افزایش یافته است و از 234/0 به 724/0 رسیده است. یافته‌های پژوهش نشان می‌دهد که کمربند سبز محور جنوب غربی زاهدان می‌تواند آلودگی هوا و گردوغبار را کاهش دهد، اما با چالش‌های اصلی کمبود منابع آبی، نیاز به مدیریت هوشمند آب و انتخاب گونه‌های سازگار با اقلیم خشک روبه‌رو است. با وجود اینکه با رویکرد توسعه پایدار و استفاده از فناوری‌های نوین و گیاهان مقاوم به خشکی مانند زری اسکاپ امکان‌پذیر است و می‌تواند به بهبود کیفیت هوا کمک کند، اما نتوانسته کنترل رشد و توسعه شهری را به طور کامل تأمین کند و به سیاست‌ها و راهکارهای جامع بلندمدت نیاز دارد. این طرح می‌تواند به‌عنوان بخشی از راهکار کلان مدیریت شهری برای کاهش آلودگی هوا و گردوغبار و در عین حال حفظ حریم شهر با پیراشهر عمل کند، اما موفقیت آن مستلزم همکاری  بین سازمانی، قوانین شفاف و مشارکت مردمی است.
