تحلیل فضایی تخلفات ساختمانی کسر پارکینگ و توسعه کالبدی نامتوازن شهری (موردمطالعه: کلان شهر قم)

چکیده

با رشد سریع شهرنشینی و افزایش تعداد وسایل نقلیه شخصی، مسئله پارکینگ به یکی از چالش‌های اساسی کلان‌شهرها تبدیل‌شده است. پارکینگ به‌عنوان یکی از عناصر کلیدی نظام حمل‌ونقل شهری، نقش مهمی در کاهش توقف‌های حاشیه‌ای، بهبود جریان ترافیک و ارتقای کیفیت زندگی شهروندان ایفا می‌کند در حالیکه عدم تأمین و احداث آن در مناطق شهری، به‌ویژه در بافت‌های متراکم کلان‌شهری مانند قم؛ پیامدهای متنوع اجتماعی، اقتصادی، محیطی و کالبدی ازجمله کاهش ایمنی، ایجاد مزاحمت و بی‌نظمی، ضعف دسترسی پیاده و دوچرخه و افت کیفیت بصری محیط شهری در پی دارد. همچنین، فقدان پارکینگ کافی در ساختمان‌ها به توسعه نامتوازن کالبدی در مناطق شهری منجر می‌شود. این پژوهش در محدوده کلانشهر قم انجام‌شده و روش آن از نوع کمّی است. داده‌های مربوط به تخلفات ساختمانی کسر پارکینگ در بازه زمانی ۱۳۹۱ تا ۱۴۰۳ گردآوری‌شده و تحلیل آن‌ها در محیط Arc GIS و با استفاده از تکنیک‌های تحلیل فضایی همچون تخمین تراکم کرنل (Kernel Density) و شاخص همبستگی فضایی موران (Moran’s I) صورت گرفته است. یافته‌های پژوهش نشان داد که مناطق سه، پنج و شش ‌کلانشهر قم بیشترین میزان تخلفات مربوط به کسر پارکینگ رادارند. نتایج تحلیل همپوشانی لایه تخلفات با تراکم جمعیتی و عرض معابر نیز نشان داد که نقاط داغ تخلفات بیشتر در معابر باریک و بافت‌های متراکم به‌ویژه در منطقه شش شکل‌گرفته‌اند که خود بیانگر فشار کالبدی و بروز توسعه نامتوازن است. بر این اساس، مدیریت شهری باید از بروز تخلف در خصوص کسر پارکینگ در املاک واقع در معابر کم‌عرض و بافت‌های متراکم این منطقه جلوگیری کند و همچنین از محل درآمدها و عوارض حاصل، نسبت به تأمین پارکینگ‌های عمومی و ایجاد فضاهای عمومی نظیر بوستان‌های محلی اقدام نماید تا بخشی از پیامدهای منفی اجتماعی، اقتصادی و محیط‌زیستی ناشی از این تخلفات جبران شود.
