چکیده
آمایش سرزمین بهعنوان یکی از ارکان بنیادین نظام برنامهریزی کشور، مفهومی است که در گذر زمان دچار تغییر، تشتت و چندگانگی معنایی شده است. این پژوهش با هدف بازاندیشی مفهوم آمایش سرزمین از منظر هستیشناسی و ملاحظات زمانی–مکانی، در پی تبیین علل این بحران مفهومی و ارائه چارچوبی نظری برای بازتعریف آن در نظام برنامهریزی ایران است. آمایش سرزمین در ذات خود ماهیتی فرارشتهای دارد و در تعامل میان علوم جغرافیا، اقتصاد، جامعهشناسی، محیطزیست و سیاست شکل میگیرد؛ همین امر سبب شده است تا برداشتها و تعاریف متنوع و گاه متعارضی از آن پدید آید. روش پژوهش تحلیلی–مفهومی و کیفی است و بر تحلیل محتوای اسناد سازمانی، مطالعات ملی و بینالمللی، و مصاحبههای نیمهساختاریافته با صاحبنظران حوزه آمایش استوار است. یافتهها نشان میدهد که در ایران، نبود بنیان نظری مشترک و غلبه رویکرد بخشی و اداری، موجب گسست مفهومی و ضعف در حکمروایی فضایی شده است. در مقابل، بررسی تطبیقی نشان میدهد که در سطح جهانی، مفهوم آمایش سرزمین از رویکرد کالبدی و متمرکز به سمت رویکرد حکمروایی فضایی، پایداری، عدالت فضایی، مشارکت محلی و آیندهنگری تحول یافته است. نتایج پژوهش بیانگر آن است که بازتعریف مفهوم آمایش سرزمین در ایران، مستلزم توجه به بنیانهای هستیشناختی فضا، درک پویایی زمانی–مکانی فرآیندهای توسعه، و طراحی نظام برنامهریزی مبتنی بر یکپارچگی، تعامل نهادی و تفکر سیستمی است. بدون چنین بازاندیشی نظری، آمایش سرزمین همچنان در سطحی شعاری باقی خواهد ماند و نقش خود را در هدایت توسعه ملی ایفا نخواهد کرد.
