چکیده
حکمروایی خوب شهری ازجمله اثربخش‌ترین و پایدارترین رویکردهای مدیریت شهری محسوب شده که مبتنی بر توسعه‌ای مردم‌سالارانه است. این رویکرد بر مفاهیمی مانند شفافیت، پاسخگویی و مسئولیت‌پذیری، پذیرا و پاسخ‌ده بودن، عدالت، مشارکت، اثربخشی و کارایی استوار است که این مفاهیم به‌عنوان شاخص‌های حکمروایی خوب شهری شناخته می‌شوند. پژوهش حاضر باهدف ارزیابی سیستم مدیریت شهری شهر سمنان در راستای سنجش شاخص‌های حکمروایی خوب شهری و شناسایی نحوه عملکرد مدیران شهری در چارچوب این شاخصها گام برمی‌دارد. رویکرد این پژوهش مبتنی بر تحلیل‌های کیفی است و از روش‌های توصیفی و تحلیلی به‌صورت توأمان استفاده میشود. همچنین ازنظر استراتژی پژوهش، از نوع پیمایشی و میدانی است. داده‌های پژوهش از طریق مراجعه حضوری و در قالب 14 مصاحبه از کارشناسان و مدیران و شهروندان گردآوردی شده است. همچنین با استفاده از روش تحلیل محتوای کیفی نسبت به تحلیل داده‌های مصاحبه اقدام شده و دسته‌بندی و شناسایی نقاط قوت و ضعف مدیریت شهری سمنان در چارچوب هر یک از شاخص‌های حکمروایی خوب شهری به‌تفصیل مورد ارزیابی و تحلیل قرار گرفت. درنهایت نتایج حاصل از ارزیابی مصاحبه‌ها حاکی از آن بود که از میان شاخص‌های حکمروایی خوب شهری، شاخص مشارکت با 64 درصد، شاخص پذیرا و پاسخ‌دهی با 57 درصد و شاخص عدالت با 42 درصد نیازمند بازآفرینی و توجه بیشتری هستند؛ اما با اقدامات اخیر مدیران و سازمان‌های دخیل در مدیریت شهری شهر سمنان، پیشرفت‌های نسبی در راستای تحقق شاخص‌های شفافیت، اثربخشی و کارایی دیده میشود.
