Recognition of inequalities and imbalances can be made within the framework of different spatial-geographical boundaries.And the need to take steps in this direction is to identify the status of each of the components of planning, including country, province, state and city, andas a result of finding differences and existing differences and policies aimed at eliminating inequalities in each of the spaces, Because space is a fundamental dimension in human society and social justice is flown in space and justice and injustice are emerging in space. With this interpretation, the aim of this paper is to determine the distribution of urban services in cities and, in other words, the degree of development and the extent of regional inequalities in the urban areas of Golestan Province. The research method is descriptive-analytic and uses statistical and quantitative models. In order to determine the level of accessibility of urban areas of Golestan province, using statistics and census data of 1394, utilities of urban services were used. And its results are evaluated using the composite partial recognition model (KOPRAS). Data were analyzed using Excel, SPSS and also ArcGIS 9.3 software for drawing maps. The result of this research shows that urban amenities and services in urban areas of Golestan have not been distributed in a harmonious and fair manner. The cities of Gorgan and Sangdvīn are respectively the most developed with development coefficient (100) and the most deprived with development coefficient (234.074) in the cities of Golestan province.

Today, natural disasters and damages caused by these accidents in different parts of the world have made making cities safer to become a long-term and achievable challenge so that urban communities are looking for conditions to reduce the damage so they can get to pre-crisis situation as soon as possible. Meanwhile, viability is an important way to strengthen communities and cities by using their capacities. In this regard, the present study uses a descriptive-analytic method to investigate the viability of Babol area against environmental hazards that’s questionnaire was arranged with four dimensions, 16 indicators and 31 sub-indicators and total of 383 questionnaires were distributed randomly among the statistical population of the study, based on the Cochran model. To investigate the research issues and data analysis has been used from the multi-variable decision-making model "VIKOR" and the standard weights of each of the indicators have been calculated using Chanol Entropy method. The results of the research data were analyzed using SPSS, GIS and Excel software it is shown that among different dimensions of urban vibration in 12 areas of Babol, physical dimensions (with a mean of 3.54) and then social (with an average of 3.14) are more appropriate but in general, about 50% of the studied areas in Babol have low glare and irregularity and only 25% of the regions are quite viable in terms of indicators.

Rapid urbanization and urban population has increased the need for mobility and travel demand day by day and Prolongation of Travel times has caused to increase the contribution of private travel modes (auto), increase traffic, noise and air pollution due to the transport system. In this regard, It can be said that widespread use of Automobile in cities, is a reflection of the increasing need to travel and the average its distance as a result of horizontal and widespread growth of cities and a disturbance in the structure order and urban spatial form and spatial distribution of activities. This research aimed to investigate the influence of physical form factors of urban styles on citizen's travel mode in the Sari city and to recognize the dominant patterns of travel. In this study, research type is applied- developmental and conducted by a "survey" method. Statistical society is 6 neighborhood of neighborhoods of Sari that 300 person were selected of these people by using Cochran formula and multi-stage cluster sampling method and were studied factors of mixed usage, connectivity and density in three form of compact, semi- compact and sprawl. This study, after analysis evidence acknowledges that urban form variables are effective factor in choosing citizen's travel mode in the Sari city. The results show that the "density" factor has the most effect on travel mode to the workplace in the compact form (EXP (B):5.533(. Also, "connectivity" factor had the most effect in the use of public transport on travel mode to the workplace respectively in semi- compact and sprawl form with quantities (EXP (B): 5.324) and (EXP (B): 5.130).

Development experts with examining the role of government, business and civil society in development, found government and market failure in many cases and that it is turn to test civil society’s role in people and local institutions development. Therefore the strengthening of community-based organizations in development was considered important. In this regard, this study aims to determine the effectiveness of saving credit associations on spatial - physical development of rural settlements, 30 members of this community were chosen with snowball technique and in the semi-structured interviews and direct observation required data was compiled and were analyzed by contentanalysis and indactive approach. The data consists of interviews, divided into units and then compression means are summarized. Finally, by inductive way sub and main themes of abstraction have been extracted. The findings show that association in terms of physical capital (housing, communications, rural facilities) and natural capital (protection of the environment, water resources, livestock diversity, ownership of land) and rural settlements from the perspective of space on stream of consciousness, population and money rural settlement has been effective. In general, the results of show that although these associations are social – economic organizations, but can not be spatial – physicaly ignored. It seems that if empower the associations and using them to solve problems is better and faster to got results. The researchers also want to study these formations is proposed considering the local nature and having no (or low) similar to the outer approach of qualitatively can results in a more useful way form.

Achieving development in any society in the first stage requires national intention and will for development and definition of development paradigm that according to society circumstances, and in second stage depend on being a development road map that introduce the development capabilities and opportunities to develop on one hand, And current and future issues and challenges on the other hand, Be able to utilizes previous experiences, shows to the society the most optimal path of development. This paper that according to the issue design, research purposes and nature, considered as a basic research that in which the content analysis method and utilizing documentary studies and analysis of secondary data is used. The results showed that country while owning capabilities and significant advantage, faced with two categories of fundamental issues and challenges that be classified in both structural and contextual challenges and transition from the current situation to the desired state will be possible through exposure to the country's development planning is based on spatial planning. At the end in order to providing the National spatial planning document based on the sixth development plan should be done in 1396, to explain the questions and uncertainties, expectations and essential consideration have been done.

The research has been done to plan the sustainable development of tourism with emphasis on ecological residences in Hanza region. This research is a practical study with a descriptive- analytic approach. The studied population consists of two groups of tourists and experts. All the population of experts has been studied due to its small size. While the population of tourists due to the uncertainty of the size and the minimum sample size for surveys, 120 tourists were selected from March 2015. Cronbach's alpha value for ensurence index were calculated for the tourists 0/81 and 0/89 for the Group of Experts. Data were analyzed in the softwares of SPSS and Excel with using one-sample T-test, Friedman test and SWOT model. One-sample T-test results showed that the satisfaction of tourists from facilities with average 1/55 and satisfaction in terms of the tourism potential was above average 14/17. Results of Friedman test that used to prioritize residences in Hanza region showed that the most appropriate option for tourists to stay are ecological residences. In addition to, the results of SWOT model indicated that making ecological destinations have various weaknesses and threats despite have strengths. Among the strategies, first place with a score of 3/053, threats, weaknesses, with scores 3/013, 2/879 and 2/874 respectively next ranks. The best strategy according to the conditions of the ecological destinations in Hanza region is the competitive aggressive strategies with an emphasis on maintaining the existing situation.
