Recognition and analysis of rural manager's supervision over construction in suburban villages is so important that planners currently use it to assess the extent of physical development in such areas. Developing regulations and supervising the various executive stages of rural construction is the most important stage in rural management. The purpose of this study is to investigate the effect of supervision of rural managers (Dehyari) on improving the physical development of villages. Regression and correlation statistical tests were used to analyze the data and intelligent structural model was used to identify the effect of independent variables. The statistical population includes households living in rural villages of Tus district and the required sample size was 203 households which were determined using Cochran's statistical formula. Due to the large number of villages and the inability of researchers to study all of them, 12 villages out of 66 were selected based on the N0 formula. Variables such as; recognizing the characteristics and environmental conditions of the village, the obligation to obtain permits for construction, improvement of energy transmission lines, development of civil infrastructure, observance of public rights, observance of environmental principles, observance of safety principles, preservation of village values and observance of residential standards were considered as independent variables. The results showed that these independent variables with a coefficient of 0.35 have an effect on the dependent variable of physical development of the villages. However, the effect of the independent variable of guiding and warning signs during construction was not confirmed due to the low value of the obtained t-statistic, which is less than 1.96.

Iran’s rural sector faces many problems in terms of ecological, physical, economic and social dimensions. These problems lead to the situation in which villages become places for high-income urban groups, physical unrest, land use change, and a lack of attention to the process of developing policies and programs against their products and outcomes. As a result, the future of physical development in rural areas faces a serious challenge. The aim of the present study was to analyze the current situation in the framework of developing a spatial policy for the sustainable physical development of rural areas of the country. In this regard, both the content of rural development policies and the process of formulating these policies and the role of effective factors in it have been examined. The method of obtaining cognition in this research is qualitative, which is divided into two methods: 1- method of analysis of directional qualitative content; and 2 - Grand Theory. The results show that the existing spatial policy development framework for sustainable physical development of rural areas in Iran consists of policy factors, policy processes and policy content. Important factors such as the lack of general policies of the political system in rural development, centralism and the marginal position of rural society at the national level affect the framework of spatial policy development. Also, current policy processes, following the factors, have several challenges that include sectoral and centralized policies, as well as the lack of coherence and coordination of agencies in the development of programs. Therefore, solving these challenges requires reforming processes and institutions instead of expanding administrative organization, integrating agricultural and rural development policies, and ultimately creating and strengthening clusters, systems, and networks. Analysis of the qualitative content of the documents showed that the factors of planning, budgeting and formulation of national sustainable development strategy, the need for coordination of sectors and communication of different national and local levels as well as economic dimension, infrastructure-physical dimension have the greatest role and influence in developing spatial development policy of rural areas.

Infill development is a complex and multifaceted category. The importance of this development policy lies in sustaining the city and protecting its perepherial environment. This paper attempts to identify the areas of infill development, using a descriptive-analytical method and documentary data, and to identify the programs and priorities of the physical development scenario of Tehran metropolitan. The results show that based on a regional and land use prospect, Tehran does not have a same capacity and infill opportunities for all its regions. Thus, the physical development scenario of Tehran needs to pay more attention to the issue in order to reach an internalized development. Reaching such development requires the following attempts as primary bases for a physical development scenario: prioritizing the peripheral areas and areas requiring intervention, utilizing the potential of infill land use for new development in a short period of time, identifying alternatives and spaces for deployment in the areas of redevelopment, preventing the segregation, preserving the integrity of new and redeveloped reserves for settling down of the population, the creation of multifunctional functions and revitalization of target areas in a worn-out textures based on a bottom-up planning approach.

Achieving development in any society in the first stage requires national intention and will for development and definition of development paradigm that according to society circumstances, and in second stage depend on being a development road map that introduce the development capabilities and opportunities to develop on one hand, And current and future issues and challenges on the other hand, Be able to utilizes previous experiences, shows to the society the most optimal path of development. This paper that according to the issue design, research purposes and nature, considered as a basic research that in which the content analysis method and utilizing documentary studies and analysis of secondary data is used. The results showed that country while owning capabilities and significant advantage, faced with two categories of fundamental issues and challenges that be classified in both structural and contextual challenges and transition from the current situation to the desired state will be possible through exposure to the country's development planning is based on spatial planning. At the end in order to providing the National spatial planning document based on the sixth development plan should be done in 1396, to explain the questions and uncertainties, expectations and essential consideration have been done.

Human has always sought shelter starts with the creation of human civilization is gradually making the city occurred. According to the city's multi-faceted phenomenon and dynamic, forecasting, planning and perfect for all of it absolutely does not exist.
