Rural tourism has become increasingly important in the 21st century, attracting substantial attention in both academic research and policy discussions. Beyond meeting the needs of visitors, it contributes to significant social and economic changes in host communities. This study focuses on developing strategies to enhance spatial competitiveness and support sustainable rural tourism in selected tourism villages of Nir County. The research adopts an applied, descriptive-analytical approach, collecting data through a purposive survey of 20 experts and practitioners. To identify key strategies, the study applied the meta- SWOT technique, which allowed for assessing the relative advantages of each village within the competitive regional context and prioritizing sustainable development goals. The findings highlight that the provision of permanent and temporary accommodations, utilization of hot springs and mineral resources, and improvements in communication infrastructure were the most influential factors. Among the competing villages, Koor Abbasloo demonstrated the highest capacity to attract tourists and a notable relative advantage (value = 2.76) over Qarah Shiran. Critical development strategies include enhancing transportation networks, improving access to nearby urban centers, raising local livelihoods, diversifying tourism activities, and leveraging natural and cultural resources. The results indicate that considering both internal capacities and external environmental factors simultaneously can strengthen competitive positioning and promote the sustainable development of rural tourism across the four target villages.

In arid and desert cities, the lack of efficient green belts, water resources, restrictive topography, and rural migration to urban spaces, along with pressure on infrastructure, have significant environmental, social, and economic consequences. These issues lead to a decrease in ecological function, reduced urban resilience, and exacerbated inequalities in access to green spaces. The main objective of this research is to evaluate the effectiveness of the green belt in controlling urban sprawl and guiding sustainable urban development within the southwestern axis of Zahedan. And through this, it simultaneously improves environmental sustainability, land use and social welfare. The method used in this research is descriptive-analytical. For this purpose, information was first collected through library resources, articles and internet resources, and in order to better understand the study area, field observations were carried out. In the next step, using an expert questionnaire and the Delphi method, expert opinions were collected and analyzed to explain and prioritize the solutions and their coordination coefficients using SPSS software. After the Delphi method was implemented in three consecutive rounds with the participation of academic and administrative experts, the results of the analysis of the findings showed that the Kendall coordination coefficient of consensus among members increased significantly from the first to the third round and has increased from 0.234 to 0.724. The research findings show that the green belt of the southwestern axis of Zahedan can reduce air pollution and dust, but it faces the main challenges of lack of water resources, the need for smart water management, and the selection of species adapted to the dry climate. Although it is possible with a sustainable development approach and the use of modern technologies and drought-resistant plants such as Xeriscape and can help improve air quality, it has not been able to fully control urban growth and development and requires comprehensive long-term policies and solutions. This plan can serve as part of a comprehensive urban management strategy to reduce air and dust pollution while preserving the privacy of the city and its suburbs, but its success requires interagency cooperation, transparent laws, and public participation

This study aims to identify, structurally analyze, and prioritize the factors influencing the formation of an Internet of Things (IoT)-based smart village approach in Iran. The primary problem addressed is the absence of an integrated framework to elucidate the interrelationships among technological, economic, social, and managerial components, and to assess their impact within the context of the country's rural areas. This research is applied in terms of objective and utilizes a descriptive-analytical methodology. Data were collected through documentary studies and by soliciting opinions from experts in the field of rural planning ($n=30$). The Delphi method was employed to extract key components. Subsequently, the DEMATEL technique was utilized to analyze causal relationships and determine the degrees of influence and dependence, while the Analytic Network Process (ANP) was used for final weighting and prioritization. The DEMATEL results indicated that Smart Agriculture, Smart Energy, and Smart Economy, with impact values of 1.001, 0.137, and 0.087 respectively, play a driving role in the relationship network and are categorized as causal factors. However, the limit super matrix results in the ANP analysis reveal that Smart Environment achieved the highest final weight (0.27032), followed by Smart Agriculture (0.19688) and Smart Health (0.16148). At the sub-criteria level, technologies related to environmental monitoring, smart resource management, and digital health garnered the highest priority. The findings suggest that realizing an IoT-based smart village requires strengthening environmental and technological infrastructures, focusing on smart agriculture and smart health, and establishing institutional coordination at the local level.

Tourism is recognized as a significant source of income and a crucial factor in the development of nations. Ecotourism lodges play a pivotal role in tourism development and sustainable rural development. Therefore, understanding the inhibiting and facilitating factors in the development of these lodges is essential. This research aims to identify and explain the inhibiting and facilitating factors in the development of ecotourism lodges from the perspective of experts in the villages of Ardabil Township (specifically, Vakilabad and Sham Asbi villages). This study employed a mixed-methods approach, utilizing a sequential exploratory design conducted in two phases, qualitative and quantitative. In the qualitative phase, the range of variables and key indicators were identified through a scoping review. Subsequently, in the quantitative phase, a survey method using questionnaires was administered to a sample of 100 professionals, experts in ecotourism lodges, and local managers from the selected villages. The reliability and validity of the questionnaire were assessed using Cronbach's alpha, which yielded a value of 0.937, indicating an acceptable level of reliability. Structural equation modeling (SEM) in Smart PLS3 software was used for data analysis. The findings revealed that economic factors (effect coefficient 0.817) and socio-cultural factors (effect coefficient 0.802) were significant inhibiting factors, while socio-cultural factors (effect coefficient 0.904) and economic factors (effect coefficient 0.816) were significant facilitating factors for the development of ecotourism lodges in the studied areas.

Inefficient urban structures are of great importance due to specific problems and the high proportion of urban population density. The present study aims to investigate the role of the government in realizing the development and stabilization of inefficient urban structures. In order to understand the role of good urban governance in solving the problems of unstable physical-environmental and social contexts in Semnan city, indicators were calculated through documentary and library study. The required information was collected through a survey method. Data analysis was done by SPSS statistical software and structural equation model indices were analyzed by Amos software. The results of this research showed that the status of urban governance indicators and indicators of improving the urban sustainability of worn-out fabric in Semnan city are suitable, and in the optimal urban governance, the indicators of people's participation and responsibility have the greatest impact on improving the state of urban governance, and environmental-physical factors have the greatest impact. In the improvement of the sustainable development of the middle worn out fabric of Semnan city.

Considering the great potential of Yasouj city in the tourism industry and its impact on sustainable development, strategic planning of tourism in this city is a necessity. The purpose of the current research is to plan the strategic development of tourism in Yasouj city, to identify the factors of tourism development and to compare it with competing regions based on the sustainable development approach. The research was carried out by descriptive-analytical method and the data was collected by survey. The statistical population includes all experts and executive managers who are proficient in urban planning and sustainable tourism in Yasouj city. A total of 25 research samples were selected using the purposeful sampling method. The Meta-swot model was used to develop strategies for the development of urban tourism in Yasouj, to present objectives, to compare with competitors in the region, and to influence the factors of Yasouj's return. The findings of the research showed that the most important competitor of Yasouj region is Shiraz with a score of 3.2. Also, the most important factor in the sustainable development of tourism in Yasouj is paying attention to environmental issues with Bubble size: 5.36 and preventing the destruction of natural attractions around the city.

Under the influence of social and economic factors, the cities of Kish and Dubai are witnessing the ever-increasing population growth and have become a suitable platform for the growth of urbanization and the increase of the urban population. Exploitation of natural and economic resources has caused the horizontal expansion of cities and is a threat to sustainable urban development. The approach of urban smartness seeks to provide smart urban services and provide strategies and policies in order to reduce the negative effects caused by the expansion of human activities in such cities. The present study examines and compares the status of smart urban services in Kish and Dubai with the approach of sustainable development. This research is applied in terms of purpose and survey in terms of the nature and method of research. The data required for the research has been collected by documentary-field method (questionnaire and observation). SPSS software and F-ARAS model were used for data analysis. The results showed that there is a significant difference between the two cities of Kish and Dubai regarding the status of the indicators; including: accessibility and internet participation with the value of Mann-Whitney (2/342), health and electronic health conditions with the value of Mann-Whitney (4/351), environmental protection with the value of Mann-Whitney (4/654), increasing the necessary facilities Regarding pollution with a Mann-Whitney value of 4.431, good governance with a Mann-Whitney value (3.675) and significance level (0.000). In other words, the status of these indicators in Dubai was more favorable than in Kish. The results of Spearman's correlation test showed that there is a significant and positive relationship between the state of smart city services and sustainable economic, social, physical-environmental development of the cities of Kish and Dubai. Finally, the results of prioritizing smart urban services in the cities of Kish and Dubai using the F-ARAS model showed that in Kish, the index of competent governance with a weight of (0.564) and the same index with a weight of (0.465) in Dubai, are in priority.

Cities are a complex and alive system of integrated economic, social, and physical identities in which economic, social, cultural, and physical components play a role. Sustainable development, which is one of the main goals of the policies and activities of the United Nations and is a constant discussion of developed and developing countries, has been mentioned as a process, the need for improvement and progress in various fields. The goal of sustainable development is very broad and its achievement takes place in the shadow of planning. Planning should be a two-way planning because at the macro level, the policies of national governments, even global policies, and at the micro level, education and public participation are very effective in achieving sustainable development and advancing its goals. The issue of urban laws and regulations is one of the most important issues of urban planning and urban planning and it is the basis for the balanced growth of cities and the implementation of a comprehensive plan and detailed plans and criteria set out in the plans. In fact, by applying the rules and methods, control and monitoring the separation of land and buildings, and authorizing the relevant authorities in urban planning to review and amend the proposed separation plans by landowners before registration measures at least 60% of correction comments can be implemented in comprehensive and detailed plans. The purpose of this study is to investigate the impact of urban planning laws and regulations on sustainable urban development (Case study of Babolsar city). The present research is applied in terms of purpose and descriptive-analytical in nature. The method of data collection was designed as a document and field through a questionnaire in the form of Likert scale and research questions were evaluated by SPSS software. The results show that according to the average of items and the use of one-sample t-test, the opinions of experts and citizens in all indicators and items explaining the level of significance is higher than 0.05. This means that the effects of urban planning laws and regulations on sustainable urban development on the level of sample households are below average. The use of TOPSIS method for ranking Babolsar neighborhoods based on the effects of urban planning laws and regulations on sustainable urban development in terms of the weights calculated in each index showed that Javaheri neighborhood with a value of (0.9101) ci with 1 rank of the highest status and neighborhood Katie Bin with the value of (0.3008) ci with the rank of 20 had the lowest position.

At present, sustainability as a clear goal is at the heart of global developments. Territorial sustainable development depends on the sustainability of rural system as a constituent sub-system of a territorial system. Sustainability of rural areas in different dimensions can have an effective role in regional and national development. The current research attempts to recognize and account for the spatial capabilities and limitations of rural settlements in Baruq within the framework of sustainable development. This research is a practical study with a descriptive methodology. The research statistical population includes 70 residential villages in Baruq are, of them thirty-two villages were selected through stratified sampling and based on four criteria of sustainable development. Field and document data were collected to answer the research questions. The results indicate that these villages are weak in terms of sustainability. Moreover, investigating the four aspects of sustainability has shown that each of the aspects (i.e., environmental-ecological, physical-spatial, social, and economic) are in a weak sustainable condition; the economic aspect suffers most from the weakest condition. The level of sustainability in the villages reveals that around 43 per cent of the settlements are unsustainably strong, 25 per cent unsustainably weak, 25 per cent sustainably weak, and only 6 per cent are sustainably strong. The sustainability of the villages decreases physically-spatially from the west to the east of the district. That is to say, mountainous villages are less sustainable than the villages in the plains or other less mountainous areas. Sustainable and slightly sustainable villages lie in the west or in the plain. It shows that sustainable spatial pattern is a cluster. The results thus predict the highest role of social factors (R2 = 0.392) and a low role for environmental-ecological factors (R2 = 0.186) in the unsustainability of the rural settlements. Economic and physical-spatial factors predict around 0.338 and 0.324 of the unsustainability in rural settlements.

One aspect of the sustainability of urban development is balanced physical development in line with environmental, ecological, and socio-economic conditions. In the last decades of the twentieth century, despite many efforts in the field of sustainable physical-spatial development of cities, this issue still remains one of the major challenges for geographers, urban planners, architects and urban planners. In many developing countries, accelerated urbanization and increasing urban populations have exacerbated environmental hazards. This is doubly important in small towns. Physical development, in addition to changing land use, has severely limited the basic needs of urban society, including the provision of safe and adequate water, per capita green space, urban waste management and environmental pollution. The aim of this study is to analyze the role of physical development on the instability of urban development from an environmental perspective in the city of Sorkhrud, using a descriptive-analytical method. To do this, first the physical development of the city using the Shannon entropy model was examined and then the role of physical development on environmental problems was evaluated through three components and seven criteria. The three components include; physical, functional and environmental, and the seven criteria were observance of standard land uses, urban furniture, observance of building height, urban green space, maintaining soil balance, land use change of agricultural land. The results suggest that unbalanced physical development has led to unorganized environmental instability in the city, such as land use change and increased environmental pollution. Green space development is the best option for moderating unbalanced physical development.

Despite the increasing internationally emphasis on planning and practice in developing local communities for poverty alleviation, the planning system of Iran has not only paied enough attention to the development of local communities and the mechanisms that such communities can deal with poverty, but also planners and decision makers have little information about the types and characteristics of those neighborhoods that are more interested in developing community-based activities. The participation of Yazd city folks in improving their residential environment in the past was a kind of empowerment in form of a skill by which they were prepared to take some greater social responsibilities. It was a ground for strengthening social life and strengthening local functions. But due to the problems caused by physical expansion of Yazd city in the last 40 years and migration of indigenous inhabitants from the old texture neighborhoods of city, there is no way to apply the past social interactions and the sense of previous solidarity in the future. Therefore, the proper understanding of this concept in relation to the development of Yazd city can be considered very important. The present study aims to build a capacity on the bases of sustainable development and to assess the effective factors or effective barriers of building capacity in Yazd city regarding two reagents of general poverty and space-location geographic. The statistical population of the present study includes all household heads of Yazd city, of them 500 people were selected as a sample using a simple random method. The inferential results derived from one-sample T-test indicated that in all four research capacity elements (physical-environmental, economic, socio-cultural, and political) with a significance level less than 0.05, the mean figure of capacity building in Yazd city was different from the expected one. It means that the upper and lower levels of the differences are less than zero. Therefore, it was showed that the average capacity building in sustainable development of Yazd city and its dimensions has a positive and significant effect. As a conclusion, it was confirmed that there is a meaningful relationship between the mechanism of establishment and planning of urban sustainable development and local capacities in Yazd city. Finally, some strategies are proposed to encourage the residents towards the local development of neighborhoods in order to approach the urban sustainable development.

Nowadays, recognizing the ways to achieve sustainability has dramatically changed through different patterns of vulnerability reduction in rural planning and disaster management. The attitude to natural hazards has also changed, and the dominant view has shifted from focusing on reducing "vulnerability" to improving "resilience". According to figures, "floods", storms and earthquakes have caused the greatest damages and casualties to human societies. Iran and Golestan province are not exceptional. Results of the present study show that 215 villages are facing the permanent danger of flood. In recent years, measures have been taken to reduce vulnerability, especially in case of physical dimensions of villages in Golestan province; however, enough attention has not yet been paid to effective attempts for measuring resilience against the flood risks. Therefore, based on systemic and sustainable development approaches the main goal of the present research is analyzing and measuring the relations between physical-environmental, economic, social, and institutional factors of rural communities with the rate of their resilience against flood in Gorganroud watershed. This research is a fundamental-applied study and has been completed based on a descriptive-analytical method. The study area contains 106 villages with 22,942 households. Using multistage and random cluster sampling and Cochran formula, 31 villages with 318 households were selected as the sample size. Validity of the questionnaire was verified using the Delphi method and the reliability of the questionnaire was confirmed by the total amount of Cronbach's alpha coefficient for the rural household questionnaire α1= 0.86 and for the rural managers (Dehyar) questionnaire α2= 0.89. The overall results of the present research showed that there is a significant relationship between the environmental-physical, and social components of the study areas and the resilience of the inhabited communities against the floods. But there is not a meaningful relationship between the economic components of these villages and the resilience of their inhabitants in dealing with floods. Meanwhile, the average resilience of various dimensions of entire sub-basins of the study area was often ranked as "moderate to weak" grouping. The average figures for resilience of various dimensions were as follows: environmental-physical 2.89, social 3.68, institutional 2.92 and economic 2.64. These figures confirm the “moderate to weak” grouping of the area against flood resilience. In conclusion, it can be said that rural households in sub-basins of ChehelChai, Ghurechai and TilAbad and Sofla of Gorganrood have an overall moderate resilience, and rural households in sub-basins of Madarsoo, Rudbar-Mohammad-Abad-Zaringol and Sarisoo locate at an overall weak resiliency group.

As an interface between the city and citizens, urban neighborhoods have formerly played a major role in shaping and organizing urban activities over the time. They also were encouraging the feelings of belongings, identity, and social relations among their residents by providing the required daily services. However, such neighborhoods don’t play any important roles in various urban plans and programs nowadays. Meanwhile, the idea of sustainable development at neighborhood level is recently emerging among urban planner circles again. Returning to the urban neighborhood solution is considered as a viewpoint that addresses the current problems of cities and urban life. It seeks possible ways to solve the problems using the powerful internal forces and existing social capitals. The aim of the present study is to investigate the role of social capital and its components in neighborhood sustainable development of Illam city. The applied method is analytical-descriptive. Documentary methods are used to complete the theoretical and literature reviews of the study. Field methods and questionnaires are used to accomplish the other parts of the research. The sample includes all the residents of 14 districts of Illam city among them, 383 persons were selected by Cochran formula to complete the questionnaires based on a Cluster sampling. The validity of questionnaire was confirmed by a formal way and its reliability was confirmed by Cronbach’s alpha (0.871). To analyze the data, descriptive statistics (frequency, mean and standard deviation) as well as inferential statistics (correlation and multiple regressions) were carried out. The findings revealed that variables of normalization, civil participation and social solidarity have a positive and meaningful effect. But the variables of linking to social networking and social security have a reverse effect and the variable of social trust has no effects on neighborhood sustainable development in Illam city.
