The approach of spatial planning can be called "objective and spatial perception of territorial language". This approach, by using the territorial, organizational, political and trans-sectoral integration approach, tries to provide accuracy in combining and analyzing the components of the spatial organization. The purpose of this article is to analyze the alignment of regional development based on indicators with the components and principles of land use. The purpose of the present study is to analyze and explain the state of the townships of Kermanshah province from the point of view of regional development indicators. This research is applied in terms of targeting and descriptive-analytical based on methodology. The data has been collected from library documents and research studies of Kermanshah province in the form of 32 selected indicators. To analyze the obtained information, the new multi-criteria decision-making technique of Cocoso, Shannon's entropy and Pearson's correlation coefficient statistical test were used in Excel, ArcGIS and SPSS software. The results of the research showed that the township of Kermanshah with the highest score of 17.89 Cocoso ranked first and townships of Islamabad Gharb and Harsin ranked second and third with scores of 17.87 and 17.34, respectively. On the other hand, Salas Babajani has the lowest score of 59.11. Other findings of the research indicate that the dominant development spaces in the townships of Kermanshah province are the developing and deprived levels.

Spatial planning as an alternative approach to sustainable development in the knowledge of geography is based on a correct and appropriate understanding of space. This type of planning is a systematic phenomenon that plays a central role in guiding society towards the principles of sustainable development. The construction of dams and irrigation networks in the form of development plans inorder to supply water for agriculture, drinking and industry has caused various structural-functional changes in the spatial system of human settlements. On the other hand, the construction of dams and irrigation networks is considered as an intervention in the environmental system that has many effects and consequences. These consequences are considered as part of geographical spaces that play an important role in the process of spatial evolution and space production. The present study uses positivist and integrated methods, quantitative and qualitative methods, completing household and settlement questionnaires and statistical analysis to evaluate the effects of Alavian dam and irrigation network (in East Azerbaijan province) on spatial changes of rural settlements through a spatial planning approach. The results showed that the implementation of Alavian dam and irrigation network due to lack of comprehensive and systematic approach based on the principles of spatial planning in different stages of study, implementation and operation has not led to the organization and balanced growth of the spatial system of rural settlements.

Today, the spatial view of development at the national, regional, and local levels is so important that most countries pay special attention to it in their policy-making and planning systems. The main purpose of this study is to analyze the content of the fifth five-year development plan of the Islamic Republic of Iran from the perspective of spatial planning. The research method is descriptive-analytical. The statistical population of this research is the document of the Fifth Development Plan of the Islamic Republic of Iran in 2011-2016. In addition to various previous researches and valid documents, the opinions of professors were used to compile the criteria and indicators of the present study. In order to achieve the goal, the required data and information were collected by the documentary method. Content analysis and Shannon entropy method were used to analyze the data. Findings showed that the three categories of centralism, poor participation and comparative advantage are obstacles to the realization of the spatial planning attitude in the Fifth Development Plan document. Among these factors, the emphasis on comparative advantage is the most important factor that has caused the spatial attitude not to be considered in the development of the country's policy-making and planning system. This result emphasizes that: 1- Areas with potential for development were prioritized, and 2- Due to the dominance of the public sector in the formulation and implementation of plans and programs and special attention to areas with potential, people's participation is low.

Iran’s rural sector faces many problems in terms of ecological, physical, economic and social dimensions. These problems lead to the situation in which villages become places for high-income urban groups, physical unrest, land use change, and a lack of attention to the process of developing policies and programs against their products and outcomes. As a result, the future of physical development in rural areas faces a serious challenge. The aim of the present study was to analyze the current situation in the framework of developing a spatial policy for the sustainable physical development of rural areas of the country. In this regard, both the content of rural development policies and the process of formulating these policies and the role of effective factors in it have been examined. The method of obtaining cognition in this research is qualitative, which is divided into two methods: 1- method of analysis of directional qualitative content; and 2 - Grand Theory. The results show that the existing spatial policy development framework for sustainable physical development of rural areas in Iran consists of policy factors, policy processes and policy content. Important factors such as the lack of general policies of the political system in rural development, centralism and the marginal position of rural society at the national level affect the framework of spatial policy development. Also, current policy processes, following the factors, have several challenges that include sectoral and centralized policies, as well as the lack of coherence and coordination of agencies in the development of programs. Therefore, solving these challenges requires reforming processes and institutions instead of expanding administrative organization, integrating agricultural and rural development policies, and ultimately creating and strengthening clusters, systems, and networks. Analysis of the qualitative content of the documents showed that the factors of planning, budgeting and formulation of national sustainable development strategy, the need for coordination of sectors and communication of different national and local levels as well as economic dimension, infrastructure-physical dimension have the greatest role and influence in developing spatial development policy of rural areas.

In Iran, which is a water-scarce country, planning is centralized and large-scale based on political-contractual boundaries. This has led to the degradation of the functional levels of the land and has caused numerous problems. Therefore, finding the optimal geographical context and efficient planning unit for the lower levels has always been the focus of planning scholars including geographers. The purpose of this study is to propose a basis for the political division of space for spatial planning and transition from centralized national-sectoral planning. This research is theoretical and in terms of nature and method, it is a deep descriptive-analytical case study. The present study, with a combined approach (analogy and deduction), firstly, by analogy and logical analysis, evaluates the status quo using documentary study. Then, it studies inductively the Karkheh catchment as a spatial domain of research in order to explain an alternative pattern. Analyzes were performed using Arc GIS software. New theories of development, especially the theory of bio-regionalism, emphasize ecological factors in the designation of biological areas. The ecological implications of these theories have been specifically introduced through catchments and their relationship to communities. The findings of the study identified the catchment as a bio-regional boundary and considered the Karkheh catchment to be compatible with the Lak spoken area. The results show that Karkheh catchment can be a suitable spatial planning unit for the study area. The relative homogeneity in the structure of natural-ecological, social, cultural, economic, and spatial convergence within the territory as well as the adaptation of rural and urban settlements to the Karkhe catchment branches confirms this result.

Achieving development in any society in the first stage requires national intention and will for development and definition of development paradigm that according to society circumstances, and in second stage depend on being a development road map that introduce the development capabilities and opportunities to develop on one hand, And current and future issues and challenges on the other hand, Be able to utilizes previous experiences, shows to the society the most optimal path of development. This paper that according to the issue design, research purposes and nature, considered as a basic research that in which the content analysis method and utilizing documentary studies and analysis of secondary data is used. The results showed that country while owning capabilities and significant advantage, faced with two categories of fundamental issues and challenges that be classified in both structural and contextual challenges and transition from the current situation to the desired state will be possible through exposure to the country's development planning is based on spatial planning. At the end in order to providing the National spatial planning document based on the sixth development plan should be done in 1396, to explain the questions and uncertainties, expectations and essential consideration have been done.

In recent decade in Iran, there have been published a vast number of books (compiled or translated) and scholar articles on different issues in various branches of geography. Most of these publications often focus on particular issues, but only rarely offer an expansive overview of the variety of terms and concepts in use within the field; Moreover, the conceptions used are mostly not meaningfully relevant and in some cases even misleading (it is especially true in falsities in translating these terms and conceptions into Persian). Moreover, the new trends and approaches in modern geography, especially spatial debates and planning theories are in some way the most neglected topics in these publications. In contrary, the most interested fields in these publications are often students’ thesis-based case study ones, compiled mostly by students themselves. So, some problems have been evolved from insufficient descriptions and lack of sufficient clear and perceptible definitions. The result has been not only a growing vagueness of some terms and definitions, fundamental to applied geographies, but the misleading of growing number of students of the field. The main aim of this article is to provide a relative detailed description and discussion of the terms and concepts which are central to the theoretical debate and empirical research in spatial planning within modern applied geography.
